The Lowell National Historical Park/Boott Cotton Mills Museum failed to notify the state and obtain a permit to operate an underground storage tank (UST) system, as required by state and federal UST requirements. EPA issued a field citation requiring the owner/operator to register its emergency generator tank with the MA DEP.
