Permittee is a municipality, organized under the laws of the State of New Mexico and operates a waste water treatment facility. Permittee is subject to regulations of the Clean Water Act (CWA) and National Pollutant Discharge Elimination System (NPDES) program. Permittee failed to comply with their NPDES permit.
