Administrative Order issued to Charles Soules,owner of C & B Recycling, owned or operated a scrap metal and recycling facility located in Carlsbad, Eddy County, New Mexico. On December 9, 2010, the facility was inspected by the NMED and found to be in violation of Section 301 of the Clean Water Act for failure to install Best Manangement Practices on-site to prevent unauthorized discharges from the facility.
