Summary

4/26/2021 - CONSENT DECREE ENTERED BY THE COURTS. Pilkington North America (PNA) has a flat glass manufacturing facility located in Laurinburg, North Carolina. The facility manufactures both automotive and architectural glass at its two furnaces. PNA violated the Clean Air Act (CAA) and the North Carolina SIP by failing to apply for or obtain a PSD pre-construction permit and install and operate the appropriate Nitrogen oxides (NOx), sulfur dioxide (SO2), and particulate matter (PM) control technology as required by 42 U.S.C. 7475(a) and the North Carolina State Implementation Plan for a major modification that took place in February 1996 on Furnace 1. The modification resulted in a significant net emissions increase for NOx, SO2 and PM. This Consent Decree requires PNA, install emission controls for NOx, SO2 and PM at the next rebuild of Furnace 1 or no later than March 31, 2023. This action will reduce NOx by 1,702 tons per year (tpy), SO2 by 19 tpy and PM by 46 tpy. Additionally, PNA will be required to conduct a mitigation project at the facility to reduce fugitive dust and PM emissions.
