The Respondent is a political subdivision of the State of New Mexico operating the Aztec Water Treatment Plant that discharges to the San Juan River Basin. The Respondent was in violation of the National Pollutant Discharge Elimination System (NPDES) permit. The Respondent is subject to regulations of the Clean Water Act (CWA).
