On September 2, 2011, Region 10 issued a Compliance Order and Information Request to Petra, Inc. for alleged Clean Water Act violations at its Plummer, Idaho construction site. EPA found that Petra, Inc. has discharged stormwater to an unnamed tributary to Plummer Creek and adjacent wetlands without authorization under the Act. The order requires Petra, Inc. to file for permit coverage under the Construction General Permit and to develop and submit to EPA a complete Storm Water Pollution Prevention Plan.
