Region 5 issued an Administrative Consent Order (ACO) with R.S. Owens and Company (R.S. Owens), located in Chicago, Illinois. R.S. Owens is in the business of manufacturing and selling trophies and awards. The ACO requires R.S Owens to implement changes to return the facility to compliance with the National Emissions Standard for Hazardous Air Pollutants for Hallogenated Solvent Cleaning at 40 C.F.R. Part 63, Subpart T (Subpart T) and the facility's Federally Enforceable State Operating Permit (FESOP). Specifically, the ACO requires R.S. Owens install leak proof couplings to the facility's bath vapor degreaser to use when transfering trichloroethelyene (TCE) during the degreasing process. The ACO will ensure R.S. Owens achieves compliance with Subpart T and its FESOP.
