On March 20, 2012, Region 1 and Durham School Services entered into a Consent Agreement and Final Order to resolve an administrative action by EPA seeking penalties for Clean Air Act violations by Durham, a national school bus operator.  Durham will pay a civil penalty of $90,000 and complete Supplemental Environmental Projects (SEPs) valued at $348,000.  In the first SEP, Durham will institute a national system for reducing excessive emissions at Durham facilities nationwide (Durham operates over 10,000 school buses nationwide).  The second SEP calls for Durham to retire from service 25 buses from model years 1999-2000 with less emission-control equipment and to replace the buses with new ones that produce fewer emissions.
