## Summary

On February 11, 2011, EPA issued a Notice and Finding of Violation to Automotive Components Holdings, LLC (ACH), Milan, Michigan for violations of regulations established in accordance with 40 C.F.R. Part 82, Subpart F and ACHÂs Title V permit issued September 8, 2009.  Specifically, since issuance of the companyÂs Title V permit, ACH failed to repair equipment that was leaking refrigerant at a rate that exceeded 35 percent (or 15 percent in the case of comfort cooling equipment) of the total charges during a 12-month period within 30 days of discovery, or to develop a one-year retrofit or retirement plan for the leaking appliance within 30 days of a failed verification test, pursuant to 40 C.F.R. Â§ 82.156.  Additionally, ACH failed to perform an initial verification test and follow up verification test after making a repair, and failed to create and maintain required records. EPA discovered these violations through a series of self-disclosure letters sent to EPA..
EPA is issuing a Consent Agreement and Final Order (CAFO).  ACH demonstrated compliance by retrofitting Dryer #1 at the Milan facility. Under this CAFO, ACH will pay a penalty of $26,750.00. ACH will retrofit Chiller #6 at ACH's Saline, Michigan plant as a supplemental environmental project and has already retrofitted Dryer #1 at ACH's Milan, Michigan plant. The retrofit of Chiller #6 will be completed within 12 months of the effective date of the CAFO.
