Summary

Pursuant to the HWC MACT, the owner or operator of an existing hazardous waste incinerator must not discharge or cause combustion gases to be emitted into the atmosphere that contain dioxin/furan in excess of 0.20 nanogram toxic equivalent per dry standard cubic meter, corrected to 7 percent oxygen (ng TEQ/dscm @ 7% O2). The compliance date for existing hazardous waste incinerators was October 14, 2008. PPG exceeded the HWC MACT dioxin/furan limit during its August 2009 performance test, exhibiting an average dioxin/furan emission concentration of 2.01 ng TEQ/dscm @ 7% O2. On October 21, 22, and 23, 2009, PPG conducted three dioxin/furan performance tests using Method 0023A at the Facility under three different operating conditions, which demonstrated that PPG had returned to compliance. On October 21, 2009, the average dioxin/furan emission concentration was 0.0111 ng TEQ/dscm at 7% O2. On October 22, 2009, the average dioxin/furan emission concentration was 0.00699 ng TEQ/dscm at 7% O2. On October 23, 2009, PPG repeated the operating conditions of the August 2009 test, which showed an average dioxin/furan emission concentration of 0.0217 ng TEQ/dscm at 7% O2. PPG will certify that it has installed an “Automatic Waste Feed Cut Off” system, which will cut off waste feed when abnormal conditions are detected at any one of the carbon beds at the Facility. Under the terms of the Consent Agreement and Final Order, PPG will pay a $175,000, civil penalty.
