A Notice and Finding of Violation was issued to WECÂs Rockford, Illinois, facility on February 4, 2010, for exceeding hourly sulfur dioxide emission limits set in its Construction Permit and Illinois SIP; being an odor nuisance; and failing to take steps to prevent the emission of excess sulfur dioxide.
To address these violations in the future, WEC has applied to Illinois Environmental Protection Agency to modify their facilityÂs permitted sulfur dioxide levels. WEC has also agreed to this Administrative Consent Order to undertake a regular monitoring program to assess the concentration of hydrogen sulfide in the landfill gas used by its facility, as well as a robust preventative maintenance program in order to increase the reliability of the vacuum applied by the facility to the adjoining landfill. To resolve the past violations, WEC has also agreed to a CAFO which will require WEC to pay a penalty of $62,223.
