This is a Consent Decree (CD) between USEPA and Hawaii Department of Transportation (HDOT) to resolve violations for certain provisions of the Clean Water Act and the National Pollutant Discharge Elimination System (NPDES) General Permit for municipal storm water discharges at Honolulu and Kalaeloa Barbers Point Harbors. The CD requires HDOT to implement a comprehensive storm water management plan over the life of the Consent Decree and pay a civil penalty of $1.2 million.
