Respondent,Morningstar Minerals Corporation, located in Farmington, San Juan County, New Mexico, owned or operated a humate mill and manufacturing facility. Respondent did not submit a Notice of Intent for permit coverage for its activities at the facility, and was not covered by a NPDES permit at the relevant times for the relevant activities. The violations were identified during a State (NMED) conducted inspection on June 28, 2011.
