THIS ADMINISTRATIVE COMPLIANCE ORDER IS BEING ISSUSED TO CEDARS ENTERPRISES FOR FAILURE TO SUBMIT FOR A STORMWATER PERMIT.  AT THE TIME OF EPA INSPECTION EPA OBSERVED STORMWATER BEING DISCHARGED WHICH HAD VISIBLE OIL SHEEN.EPA conducted an inspection of Cedars Enterprises Inc. in March 2011 during a storm event.  A stormwater discharge was observed, which had a visible oil sheen.  The discharge flows into the storm gutter along S. Tejon St, where it flows south to a storm inlet near the intersection of S. Tejon St. and W. Dartmouth Ave. Cedars is an auto salvage yard whose primary business involves receiving salvage vehicles and selling used motor vehicle parts from those vehicles.  As such, Cedars is classified under SIC code 5015: Motor Vehicle Parts, Used.  This SIC code is identified as Automobile Recyclers in the Colorado Discharge Permit System (CDPS) General Permit for Stormwater Discharges Associated with the Recycling Industry.  Cedars was not covered by the CDPS permit at the time of the inspection.  EPA ordered Cedars to obtain permit coverage and cease discharges of pollutants.
