Under agreement with the U.S. Environmental Protection Agency, the U.S. Forest Service is required to upgrade its wastewater treatment plant at the Fenn Ranger Station in Kooskia, ID to address violations of its discharge permit. The facility is authorized to discharge wastewater if the U.S. Forest Service complies with specific effluent limits within its National Pollutant Discharge Elimination System (NPDES) permit. Between January 2007 and December 2011, the facility routinely exceeded permit limits for total suspended solids, biochemical oxygen demand, Escherichia coli (E. coli), total residual chlorine and pH. The agreement identifies steps that the U.S. Forest Service must implement within specified dates including the construction of new wastewater treatment system.
