Summary

Under agreement with the U.S. Environmental Protection Agency, the U.S. Forest Service is required to upgrade its wastewater treatment plant at the Red River Ranger Station in Elk City, ID to address violations of its discharge permit. The facility is authorized to discharge wastewater if the U.S. Forest Service complies with specific effluent limits within its National Pollutant Discharge Elimination System (NPDES) permits. Between January 2007 and December 2011, the facility routinely exceeded permit limits for total suspended solids, biochemical oxygen demand, total residual chlorine and pH.
