Cease and Desist Order: The Respondent, Kevin Basham, is an individual doing business as Kevin Basham Farm. Respondent operated a broiler facility located at Lincoln Parish, Louisiana. The facility's chicken litter storage piles were stored in a manner that exposed the waste to storm water runoff. Storm water runoff from the waste litter piles was running into an unnamed tributary thence to Dugdemona River.
