The Respondent operates the City of Farmington Wastewater Treatment Plant located in Farmington, San Juan County, New Mexico and discharges to the San Juan River Basin. The Respondent was in violation of the National Pollutant Discharge Elimination System (NPDES) permit. The Respondent is subject to regulations of the Clean Water Act (CWA).
