THE PROSPECTIVE PURCHASERS PROPOSE TO BUY A PROPERTY IMMED IATELY ADJACENT TO, AND IN THE DIRECTION OF GROUND WATER FLOW FROM, THE CONTINENTAL STEEL SITE. BECAUSE THE SITE BOUNDARY EXPANDS AS CONTAMINATION SPREADS, IT IS ANTICIPATED THAT BUYING THE PROPERTY MAY SUBJECT THE PURCHASERS TO LIABI LITY CERCLA, AS OWNER OF PART OF THE CONTINENTAL STEEL FACI- LITY. AS A RESULT, THE PURCHASE IS CONTINGENT ON COMPLETION OF THIS PROPOSED AGREEMENT.
