SD WAS THE DEMOLITION CONTRACTOR, AND SCM WAS THE ASBESTOS REMOVAL OPERATOR FOR    THE ABOVE MENTIONED FACILITY.  MARKET PLAZA WAS OWNER OF THE FACILITY.  THE CLEVELAND DIVISION OF AIR POLLUTION CONTROL   INSPECTIONS OF THE FACILITY ON 1/6/89, AND 1/9/89.  THE DE-  FENDANTS SUBMITTED A DEMOLITION NOTICE TO THE CITY OF CLEVE- LAND WHICH WAS INADEQUATE AND LATE IN VIOLATUION FO 40 CFR S ECTION 61.146.  THE INSPECTORS OBSERVED VIOLATIONS OF THE    WORK PRACTICE REQUIREMENTS OF 40 CFR SECTION 61.147.
