A REMOVAL ACTION BEGAN AT THE SITE ON AUGUST 16, 1989 AND WAS COMPLETED ON ABOUT FEBRUARY 13, 1992. THE J.K. DRUM COMPANY HAD OPERATED AT THE SITE SINCE ABOUT 1985 AFTER IT MOVED ITS OPERATIONS FROM MENASHA, WISCONSIN WHERE IT HAD OPERATED FOR MANY YEARS PREVIOUSLY. J.K. DRUM BOUGHT, SOLD AND RECONDITIONED DRUMS. WASTES FROM THE OPERATION WERE COLLECTED IN SLOP DRUMS. THE FACILITY WAS CLOSED AFTER THE CITY OF NEW LONDON DENIED IT A CITY SEWER PERMIT IN JUNE 1989. 15,000 DRUMS WERE FOUND ON SITE BEFORE THE REMOVAL. THE REMOVAL WENT IN 2 PHASES STARTING WITH STABILIZATION IN 1989 AND ACTUAL REMOVAL STARTING THE YEAR AFTER. THIS 122(H) ADMINISTRATIVE AGREEMENT REQUIRES USEPA TO RELEASE SUPERFUND LIEN COVERING SITE ( AS PARTITION THEREOF) IN EXCHANGE FOR PAYMENT TO EPA OF AN AMOUNT EQUAL TO A STATED PERCENTAGE OF THE SALE PROCESS. NO CERCLA 107(A) LIABILITY IS SETTLED OR COMPROMISED BY THE AGREEMENT. EPA PRESERVES ALL RIGHTS TO PROCEED AGAINST OWNERS FOR FULL CASE RECOVERY.
