Respondent operates a recyclable materials and salt processing facility located on Calcutta Street in Newark, NJ that failed to notify NJDEP of a new pollutant source and failed to obtain permit coverage for stormwater discharges associated with salt pile runoff, in violation of NJPDES Scrap Metal Processing/Auto Recycling (SM2) General Stormwater Permit and Section 301 of the CWA. Stormwater discharges from the site to Elizabeth Channel via catch basins on site.
