Respondent owns/operates an auto salvage and scrap recycling facility located in Norwich, NY and is subject to the requirements of the SPDES NYSDEC MSGP for stormwater discharges associated with industrial activity. Respondent failed to implement BMPs set forth in its SWPPP and failed to conduct monitoring and inspections required by the Permit. Respondent submitted a Notice of Intent to obtain coverage under the MSGP after the start of industrial activity at the site. Stormwater discharges from the site to a drainage ditch and through a culvert pipe to the Chenango River.
