Respondent owns/operates an plastic to-go container manufacturing facility located in Rockaway, NJ and failed to obtain coverage under the NJPDES Industrial Stormwater General Permit (52G). Stormwater discharges from the site via a catch basin and drainage ditch to White Meadow Brook, Beaver Brook, and ultimately the Rockaway River.
