Respondent repackaged Entech Fog-10 from 55 gallon drums into smaller containers at its Guaynabo establishment. By repackaging Entech Fog-10, Respondent was a producer of a pesticide at its Guaynabo establishment which was not registered with the EPA for the purpose of pesticide production, in violation of FIFRA Section 12(a)(2)(L). Respondent exported pesticides bearing English-only labels.
