This Order requires Respondent to implement interim and final removal measures for groundwater to prevent migration of petroleum hydrocarbon impacted groundwater from the BP Terminal site located at 2500 N. Tibbs Ave. in Indianapolis into the Little Eagle Creek which is located directly west of the site. This facility has operated as a petroleum storage and distribution site since 1941. Environmental investigations conducted by BP and its consultants have documented that there are petroleum-related groundwater impacts from a number of aromatic compounds associated with petroleum products. BP's Semi-Annual Groundwater Report for the facility dated July, 2010 documents that LNAPL continues to be detected in certain on-site wells adjacent to Little Eagle Creek.
