This compliance order is issued to the Respondent for their failure to comply with the Refinery MACT (Subpart CC). Respondent failed to complete annual tank inspections; failed to control fugitive emissions from manholes and automatic bleeder vents on several storage tanks. Finally, the Respondent failed to comply with the emissions averaging plan under the Refinery MACT for the truck loading terminal.
