PCB transport/storage facility notified EPA that the Respondent had violated the manifesting regulations for PCBs. Respondent documented that their contractors had erred in their procedure for testing the waste, and EPA agreed that they had reduced culpability. The Respondent has put in place many new procedures to guard against contractor error, and prevent further violations.
