Coast Engraving failed to submit a baseline monitoring report to EPA, and it exceeded federal pretreatment limits for zinc. This administrative order requires Coast Engraving to submit a response to the EPA inspection report, updated floor plans, past self-monitoring data for the period Oct 2009 through Sept 2011,a preliminary engineering plan of the steps Coast Engraving plans to take to provide effective treatment for metals and cyanide such that it consistently complies with the applicable federal pretreatment limits, an accompanying cost estimate, and analytical data from monthly self-monitoring over a period of one year for such pollutants as metals, cyanide, and total toxic organics.
