A random PCB inspection was conducted at the facility in Elmwood Park, NJ on 5/03/2011. Samples were taken of stained material beneath the valve of a transformer that had been retrofilled and recertified as non-PCB. Analysis showed PCBs at 20,000 ppm. During the inspection, it was also determined that a drum of waste oil that was contaminated with PCBs was improperly manifested for disposal. Relief sought includes the payment of a penalty and correction of the violations.
