EPA entered into a prospective purchaser agreement (PPA) with Ralphs Grocery Company, Glendale/Goodwin Realty I, LLC, and The Kroger Co. ( Settling Respondents ) regarding property at 4057 and 4059 Goodwin Avenue in Los Angeles, California. The property was the former site of metal plating operations, which occurred between 1946 and 2004 and released contamination, including hexavalent chromium and volatile organic compounds (VOCs), into the soil and ground water. The PPA became effective on April 2, 2012 when the Settling Respondents purchased the property. With oversight by the California Regional Water Quality Control Board-Los Angeles Region, the Settling Respondents will implement cleanup to address VOC and hexavalent chromium contamination in soil, with an expected completion date of 2014. EPA will address chromium contamination in ground water as part of the site wide remedial action for the San Fernando Valley Area 2 Superfund Site.
