Respondent is a medium dairy CAFO in Milford, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. The facility failed to fully implement CNMP practices, failed to exclude animals from waters of the state, failed to properly operate and maintain all facilities and systems of treatment and control and failed to exclude clean water from the production area. This Administrative Order requires the facility to fully implement CNMP practices, including designing and implementing a silage leachate control system.
