RESPONDENT FAILED TO PREPARE AND IMPLEMENT AN SPCC PLAN FOR THE STERLING OIL AND GAS BULK PLANT. During an inspection on July 8, 2010, numerous SPCC violations were found at the Sterling Oil and Gas Facility Bulk Plant. The facility was given the opportunity submit a revised SPCC plan reflecting the remodeling, but did not do so until January 17, 2012. The new plan reflects some,but not all, the remodeling changes discussed at the inspection, and it identifies inadequate secondary containment at the facility. Ultimately, an acceptable SPCC Plan was provided.
