Formosa Plastics Corporation, Texas (Formosa) entered into an Administrative Order on Consent (AOC) on February 27, 1991 with EPA for their Point Comfort, TX facility. The AOC is issued pursuant to RCRA Section 3008(h), requiring the facility to conduct corrective actions to remedy an historic release of ethylene dichloride. Formosa will implement interim measures to control groundwater flow, will investigate the nature and extent of the contamination at the facility, and will propose and implement corrective measures, as required under RCRA.
