Respondent is a large dairy CAFO in Cassville, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. The facility failed to properly operate and maintain all facilities and systems of treatment and control, failed to exclude clean water from the production area and failed to properly dispose of polluted runoff from the production area.
