Respondent distributed or sold a misbranded pesticide imported from China with a label bearing a statement, design, or graphic representation relative thereto or to its ingredients which was false or misleading; that did not contain a warning or caution statement which may have been necessary and if complied with, together with any requirements imposed under Section 3 of FIFRA was adequate to protect helath and the environment; and that did not contain the applicable container labeling statements as required by 40 CFR 156.140.
