Respondent distributed or sold a misbranded pesticide product from the United Kingdom with a label bearing a statement, design, or graphic representation relative thereto or to its ingredients which was false or misleading and that did not contain a warning or caution statement which may have been necessary and if complied with, together with any requirements imposed under Section 3(d) of FIFRA was adequate to protect health and the environment.
