Respondent started the operation of a PWS without the operational endorsement of the NJDEP. System failed to submit copies of monitoring results to NJDEP prior to operating the system. AO issued established enforceable compliance schedule to address failure to submit DBPR monitoring results under 40 C.F.R. Part 141 Subpart L. Penalty sought.
