This is a Consent Decree (CD) between U.S. EPA, the State of California Regional Water Quality Control Board (San Francisco Region) and Lehigh Southwest Cement Company, et al. (Defendants) for alleged violations of the Clean Water Act (CWA) National Pollutant Discharge Elimination System (NPDES) regulations. This CD requires Defendants to implement measures to achieve compliance with the CWA and Cal. Water Code regulations and the Facility Individual NPDES Permit.
