Respondent is a 260 milking cow and 123 swine > 55 pounds facility in Juncos, Puerto Rico that was discharging manure and associated wastewater from its manure storage lagoon into the Rio Valenciano without obtaining coverage under a CAFO NPDES permit. The Order requires facility to immediately cease discharges, reduce the size of its operation to below CAFO thresholds unless they wish to obtain a CAFO NPDES permit, and lower the manure storage lagoon level in a manner that prevents all future discharges.
