On October 25, 2012, Region 10 issued a compliance order by consent to the City of Emmett, Idaho (City) for violations of the City�s NPDES permit (Permit Number ID-002031-1). The facility received a compliance order dated September 29, 2011, concerning 3,395 DMR violations. The compliance order required the City to finish construction by March 1, 2012. The City was unable to meet this deadline due to their aeration basin failure. From September 2011 through May 2012, the City had 475 effluent limit violations of its NPDES permit. On June 19, 2012 and October 3, 2012, the EPA received the District�s construction schedule concerning their facility upgrades. The compliance order requires the District to begin construction by September 1, 2013. In addition, the City is required to complete construction and achieve compliance with their effluent limits by March 1, 2014.
