Summary

Caterpillar had numerous deviations related to the operation, monitoring, and maintenance of various pollution control equipment in use at its facility, including its Triethylamine scrubber, as well as failures in carrying out the facilitys scrap inspection plan. This is considered violating the National Emission Standards for Hazardous Air Pollutants for Iron and Steel Foundries at 40 C.F.R. Part 63, Subpart EEEEE and its Title V Operating Permit. Caterpillar has agreed to the Consent and Final Order Agreement penalty of $20,0000. They also have agreed to an Administrative Consent Order, which requires Caterpillar to install a new Triethylamine scrubber, and modify its scrap inspection plan to be in compliance with the NESHAP. Both must be completed before violations are resolved.
