INGRAM-RICHARDSON CERAMICS COMPANY OPERATED UNDER SEVERAL OWNERS FROM APPROXIMATELY 1915 TO 1980; IT MANUFACTURED FRIT AND ENAMEL FOR PLUMBING AND OTHER FIXTURES. MUCH OF THE WASTE GENERATED FROM SITE OPERATIONS WAS DEPOSITED ON SITE OVER THE YEARS. THE COMPANY CEASED OPERATIONS IN 1981 WHEN IT WENT INTO BANKRUPTCY. IRC REALTY, INC. TOOK TITLE DURING THE BANKRUPTCY PROCEEDINGS AND SOLD THE SITE TO KELLY STRANGE WHO LATER TRANSFERRED TITLE TO FRANKFORT MARKETPLACE, INC. THE CURRENT OWNER LEASED PARTS OF THE SITE FOR STORAGE AND ALLOWED SOME BUILDINGS TO BE REMOVED FROM THE PROPERTY. IN 5/90 EPA CONDUCTED A REMOVAL ACTION BECAUSE PCBS WERE LEAKING FROM A TRANSFORMER ON THE SITE. FROM 1992 THROUGH 1994 EPA REMOVED LEAD CONTAMINATED FRIT AND ASBESTOS FROM THE SITE. THESE REMOVAL ACTIVITIES COST $2,789,536.93. IT IS THESE COSTS THAT THIS CASE SEEKS TO RECOVER.
