VIOLATIONS OF INDIANA SIP RULES APC=19 AND 326 IAC ARTICLE 2 WHICH REQUIRE MAJOR SOURCES TO OBTAIN A NEW SOURCE REVIEW    PERMIT PRIOR TO COMMENCING CONSTRUCTION AND MODIFICATIONS,   COMPLY WITH LAER AND PROVIDE EMISSION OFFSETS.  VIOLATION    OF INDIANA SIP RULE 326 IAC ARTICLE 8, WHICH SETS FORTH      SPECIFIC VOC 
REQUIREMENTS FOR LAKE COUNTY, INDIANA.     

Initially Keil installed a carbon adsorber system to reduce VOC emissions.  Later, Keil began making changes to its process such as capping open ended lines and replacing ductwork to improve capture.    Keil conducted emission testing for VOCs.  Keil also installed a VOC continuous emission monitor.  After taking these steps, Keil remained in noncompliance.  The company eventually made a business decision to close the plant which brought it into full compliance
