EPA filed an administrative complaint and consent agreement and final order (CAFO) to 3M for its plant in, Cordova, Illinois. The CAFO settles the complaint's allegations that 3M stored hazardous waste without a permit, and offered hazardous waste for shipment off-site without manifests, and requires compliance and the use of broker and end user agreements to assure compliance with RCRA regulations for secondary materials destined for recycling or reuse. IEPA had referred the matter to U.S. EPA in December 2002. The violations were resolved through compliance steps that 3M agreed to take, and the CAFO assessed a zero penalty amount
