COPAR QUARRIES OF WESTERLY LLC

On January 30, 2013, Region 1 issued an Administrative Order (AO) to Copar Quarries of Westerly, LLC (Copar Quarries). The AO addresses violations found at Copar Quarries’ stone crushing and gravel processing plant located in Bradford, Rhode Island. Specifically, the AO addresses notification, recordkeeping, reporting, and testing violations of the new source performance standard (NSPS) for nonmetallic mineral processing plants found at 40 CFR Part 60, Subpart OOO. The violations noted were found during an EPA CAA inspection conducted at the facility on September 12, 2012. Prior to the inspection, the Rhode Island Department of Environmental Management (RI DEM) requested information from Copar Quarries regarding its stone crushing and gravel processing plant. Copar Quarries’ responses to RI DEM’s information request resulted in RI DEM contacting EPA to request that EPA investigate Copar Quarries further for NSPS violations since RI DEM does not have delegation of this NSPS standard.
