Summary

This settlement clarifies the applicability of 40 CFR Part 60, Subpart UUU to thermal sand reclamation units at foundries. Applicability includes the requirement for initial notifications, initial testing to demonstrate compliance with emission limits, monitoring, reporting and record-keeping to assure ongoing compliance. Mid-City Foundry elected to install a bag leak detection system on its baghouse serving the thermal sand reclamation unit to monitor emissions. The bag leak detection system will provide continuous monitoring of particulate loading and provide alarms when particulate loading increases above base line levels. Continuously monitoring the baghouse outlet will help Mid-City Foundry assure its baghouse is operating at optimum conditions at all times. When increased particulate loading occurs, a corrective action plan will be implemented to investigate and eliminate the cause of the increased particulate loading.
