On May 1, 2013, Region 10 filed a Consent Agreement and Final Order that resolves violations of EPAÂs Federal Air Rules for Indian Reservations in Idaho, Oregon, and Washington (FARR) by Ed Stuivenga, a farmer in Grangeville, Idaho. Mr. Stuivenga violated the FARR by burning about 430 acres of crop residue over two consecutive days in October 2012, without obtaining approval in accordance with the federal open burning permit issued to him by the Nez Perce Tribe on behalf of EPA. Mr. Stuivenga agreed to pay a penalty of $5,536.
