PPG owns and operates a hazardous waste incinerator in Circleville, Ohio. PPG exceeded the HWC MACT dioxin/furan limit during its March, May, and August 2012 performance tests. Pursuant to the HWC MACT, the owner or operator of an existing hazardous waste incinerator must not discharge or cause combustion gases to be emitted into the atmosphere that contain dioxin/furan in excess of 0.20 nanogram toxic equivalent per dry standard cubic meter, corrected to 7 percent oxygen (ng TEQ/dscm @ 7% 02). The average dioxin/furan emission concentration during the three tests was 0.62 ng TEQ/dscm @ 7% 02. Since September 1, 2012, PPG has ceased burning hazardous waste at this facility.
Under the terms of the Administrative Order, by no later than July 1, 2013, PPG will either notify EPA and the Ohio EPA that it has initiated closure of the hazardous waste incinerator or submit a compliance plan that outlines the steps that PPG will take to bring its hazardous waste incinerator into compliance with the dioxin/furan emission standard at 40 C.F.R. � 63.1219(a)(1)(i)(A). PPG must then conduct a comprehensive performance test before the end of March 2014.
