Respondent failed to comply with its NPDES Permit. Violations include, but are not limited to, the City's failure to submit an approvable engineering report that evaluates and recommends an alternative method of disinfection, final plans and specifications, as required by the Schedule of Compliance in the Permit. The Order requires the City to comply with the conditions in its NPDES Permit.
